What is cleaning subcontracting for property management companies in Dubai?

Cleaning subcontracting is an arrangement in which a property management company holds the contract with the building owner, while a specialist cleaning company carries out the cleaning to its routine and under its reporting. The management company remains the single point of responsibility towards the client, while staff, visas, equipment, chemicals and quality control for the cleaning sit with the subcontractor. This lets the management company deliver the cleaning part of its service without employing its own cleaners. In Dubai, this model is used for office building portfolios, residential communities, retail sites and in tenders for integrated facility services.

How facility management differs from cleaning

Facility management is running a building as a whole: building systems, security, landscaping, maintenance, tenant relations and cleaning. Cleaning is one service in that bundle, but the most labour-intensive one: people work on site every day, and they need visas, training, uniforms, machines, chemicals and supervision.

That’s why property management companies and facility operators often keep the management of the building and the relationship with the owner, and hand the cleaning to a cleaning company under a subcontract.

Why a management company subcontracts cleaning

No in-house cleaning team. Visas, turnover, replacements, training and staff checks sit with the subcontractor.
No machines or chemicals of your own. Scrubber-dryers, extraction machines, equipment and safety data sheets are brought by the contractor.
One agreement for the whole portfolio. An office building, a residential community and a retail site are serviced under the same rules and with the same reporting.
Specialist work without a second contractor. Deep cleaning, post-construction cleaning, upholstery cleaning and facade cleaning are covered within the same partnership.
A stronger tender bid. The cleaning part of the bid is prepared by a specialist company with its own licences and permits.

Four ways to work with a cleaning company

1 Referral You pass on the client’s contact and introduce us. The contract, the work and the reporting run directly between the client and the cleaning company; your fee is set out in an agreement.
2 Subcontract under your contract The contract with the client stays with you; you invoice and manage the relationship. The cleaning company delivers the cleaning in full — people, machines, chemicals — to your routine, your schedule and your reporting format, and does not approach the client directly.
3 Under your brand The cleaning looks like your own service: uniforms, documents and communication follow your style. The crew is selected and trained to your standard and works to your checklists, while the contractor stays invisible to the client.
4 Joint tender For large sites. You lead the tender and cover your part of the service; the cleaning company prepares the cleaning part of the bid, the pricing, licences and permits, mobilises the crew on the agreed dates and reports on SLA in a shared format.

Who is responsible for what

The management company keeps:

The contract and the relationship with the owner or tenants.
The service standard and the requirements for the building.
Access, passes and the work schedule on site.
Sign-off of the work and overall reporting to the client.

The subcontractor takes on:

Recruitment, visas, training and uniforms for the staff.
Machines, equipment, chemicals and safety data sheets.
Delivering the zone-by-zone routine and quality control on site.
Replacing absent staff and closing out issues.
Shift and SLA reporting in the agreed format.

Which documents to ask a subcontractor for

A trade licence from the Dubai Department of Economy and Tourism that covers cleaning activity.
VAT registration.
Public liability insurance.
Proof that staff are legally employed: visas and salaries paid through the Wage Protection System.
Safety data sheets for every product that will be used on site.
Permits for work at height, if facades and glazing are in scope.

What to put in a subcontracting agreement

A zone-by-zone routine: the list of tasks and their frequency for every zone of the site.
SLA and KPI: checklist completion rate, response time to an issue, how inspections are carried out.
Reporting format and deadlines — in your format, if the report goes to the client from you.
How an absent staff member is replaced.
Who buys and restocks consumables.
Access rules, passes and out-of-hours work.
Confidentiality and a commitment not to deal with your client behind your back.
How changes in scope work: when a floor or a site is added, how the price is recalculated.

How the work starts

1 Introduction We discuss which sites you manage and which model fits your role best.
2 Framework agreement We sign the agreement and the fee terms and exchange documents.
3 First site Site survey, pricing and a proposal for your client in the agreed format.
4 Ongoing work We assign a manager and agree how sites will be handed over and how reporting will run.

About us

B2B Clean Space is an international cleaning company founded in 2006. We work with property management companies, facility operators, brokers, developers and other contractors in every district of Dubai — under any of the four models, from referral to joint tender. Each partner gets an assigned manager with a name and a phone number. We never deal with a partner’s client behind the partner’s back and never offer them other services directly. Work and requests are handled 24/7, including weekends and public holidays.
